Rule 1 The Rules of Play for OFF THE WALL INDOOR SOCCER, INC. are a unique set of rules compiled by Off The Wall for use in its' indoor leagues. These rules contain elements from F.I.F.A., U.S.I.S.L., N.P.S.L., & C.I.S.L. rules of play, as well as unique rules developed specifically for Off The Wall. PLAYING FIELD
The field provided by Off The Wall is 200’ x 85’, with 8’ perimeter walls around the entire playing field (except in front of the player bench areas), and with netting extending from the perimeter walls over the top of the playing field. The walls shall be considered part of the playing field, and the netting shall be considered out-of-bounds.
All field markings are in accordance with the National Professional Soccer League (N.P.S.L.) and include the following:
a) Goal & Goal Area: The goals are 8’ high, 14’ wide, and 3’ deep. The Goal Area is 5’ deep and 16’ wide. b) The Penalty Area is 25’ deep and 30’ wide. A 10’ radius arc is set at the topof the Penalty Area. The Penalty Kick Mark is located in the Penalty Area 24’ from the goal. c) . The Corner Marks are placed three feet from the perimeter wall along an undrawn extension of the Goal Area lines. Corner Flags are mounted atop the perimeter walls along the same extension line. d) A Three-Point Arc runs from perimeter wall to perimeter wall at a distance of 45’ from the goal. e) Yellow Lines run the width of the field at a distance of 50’ from each of the goals. f) The Center Mark is located within a ten foot (10’) radius circle in the center of the field, which is also marked by a center line running the width of the field. g) "15’ Indicator Lines" are located between the Goal Area and each ReStart Circle. Rule 2 THE BALL
- U-9s through U-12s, size 4; - U-13s and older, size 5. Rule 3 NUMBER OF PLAYERS
Teams for Youth U-12s and younger shall consist of not more than 7 players nor less than 5 players, one of whom must be the goalkeeper. Teams for Youth U-13 and older shall consist of not more than 6 players, nor less than 4 players, one of whom must be the goalkeeper. (For COEDs, see Rule 16.)
Teams unable to field an adequate number of players within 5 minutes of the time that the game would have otherwise been started shall forfeit the game. The Coach or Manager of the opposing team may waive that team’s right to receive the forfeit and allow the game to be played, but may not thereafter rescind the waiver.
Rule 4 SUBSTITUTIONS
During the game substitutions may be made at any time, on an unlimited basis, provided the player substituted for is within the Touch-Line at that player’s bench area, or off the field of play within that player’s bench area, before the substitution is made. Notwithstanding the above, neither the player entering the field nor the departing player may participate in play during a period of time when they are simultaneously on the field. Violation of this rule shall be penalized with a Blue Card. Goalkeeper substitutions shall be made in a similar fashion, provided the goalkeeper wears a jersey which distinguishes the goalkeeper from the other players and referee.
The restart of play will be delayed for up to fifteen (15) seconds to allow Guaranteed Substitutions on the following occasions: a) After a goal has been scored; b) After a Blue Card has been assessed; c) On an injury time-out; d) At any unusual stoppage acknowledged by a Referee; e) Prior to the beginning of any period of play; f) Before a Penalty Kick.
Play shall NOT be delayed for substitutions on Free Kick, Goal Kick, Corner Kick, or Kick In restarts.
If play is inadvertently restarted with too many players on the field after any guaranteed substitution, no time penalty shall be assessed.
Injured Players: In the event of injury to any player, Referees are advised to stop play only: 1) after the team having an injured player on the field of play has gained possession of the ball; 2) if the position of the injured player on the field is critical to the playing of the game; or 3) the injury is deemed critical in nature.
If the referee must suspend play to attend to an injured player, the injured player must be removed from the field of play and shall not be permitted to rejoin play until the next Guaranteed Substitution, or when the ball has gone out of play.
Rule 5 PLAYERS’ EQUIPMENT
Players on each team must wear similar colored jerseys which distinguish their players from the other team’s players. In addition, shorts, socks, and indoor soccer footwear must be worn. Shoes must be flat-soled, or otherwise designed for an artificial surface. No studded footwear with less than thirty (30) molded mini-studs will be permitted. Shinguards must be worn during play, and must be covered by socks or a fabric covering.
The goalkeeper shall wear colors which distinguish the goalkeeper from field players and the Referee.
Players are not permitted to wear loose or obtrusive necklaces, chains, bracelets, rings, pierced rings, similar jewelry, or medical appliances. Any item which poses a risk to any player shall be removed, or appropriately altered, padded, or taped, to the satisfaction of the Referee.
Players who fail to conform to any of the above requirements shall not be allowed to participate. Once the player makes the appropriate adjustments, he shall report to the Referee, who may then allow the player to enter the game at the next Guaranteed Substitution.
Rule 6 REFEREES
Games shall be officiated by one (1) Referee, who shall control the field of play and player bench areas. The referee shall also be responsible for operating the scoreboard and game clock, which shall run continuously except for extended stoppages in the game. The Referee’s authority extends to offenses committed during play, when play has been temporarily suspended, or when the ball is out of play, and shall extend to all team personnel. The Referee’s decisions on matters of judgment shall be final.
Referees shall:
a) Enforce the Rules. In the event a player commits two (2) infringements of a different nature, the Referee shall penalize the more serious offense. b) Apply Advantage: Refrain from penalizing in cases where the official is satisfied that by doing so, an advantage would be given to the offending team. c) Have Discretionary Power: The Referee has discretionary power to suspend the game for any infringement of the Rules, interference by spectators, or other cause which the official deems necessary. d) Determine the point values for goals scored.
Rule 7 DURATION OF THE GAME
The duration of the game shall be four (4) twelve (12) minute periods, for a total game time of forty-eight (48) minutes. The clock shall run continuously during normal play, but may be stopped at the discretion of the Referee during extended stoppages of play. Play shall be extended to permit the taking of a penalty kick or shootout if the infraction occurred immediately prior to the expiration of time.
TIMEKEEPING: The game clock will begin to run no later than 2 minutes after the scheduled game time. In the event of an excessive amount of injury time or other delay during the first 3 quarters, the referee may, if scheduling requires, decrease the 4th quarter playing time so as to allow subsequent games to begin at their scheduled starting times. This decision must be made prior to the start of the 4th period, and will be explained to the coach/manager of each team.
Rule 8 TIME OUTS
Each team shall be allowed one sixty (60) second Time Out per game, which may be requested by any player legally on the field of play, or by coaching personnel located in the bench area. A Time Out shall be requested by making a "T" signal with both hands. A request for Time Out may only be made to the Referee at a normal stoppage of play when the requesting team is in possession of the ball for a restart, or when the ball is in the hands of the goalkeeper within his penalty area. Following the Time Out period, play shall begin with the restart awarded prior to the Time Out request, or in the event the Time Out was requested by the goalkeeper, with a restart from the Penalty Kick Mark. Rule 9 OVERTIME
Regular league games may end in a tie, and no overtime periods will be conducted. If scheduling allows, championship league games ending in a tie may be followed by a six (6) minute sudden death overtime period. To begin the overtime period, teams shall change ends, and the normal Kick Off procedure shall be followed. If a winner has not been decided in the overtime period, or if scheduling does not allow for an overtime period, the game may be decided by a Shootout. Other overtime procedures may be utilized at the facility manager’s discretion.
Rule 10 THE START OF PLAY
Kick Off Procedure: The Visitor’s team, seated in the Visitor Players’ Bench area, shall initiate play at the Referee’s signal by taking a placekick from the Center Mark, playing the ball into the Home Team’s half of the field. Every player of the team opposing that of the kicker shall remain not less than ten feet (10’) from the ball (i.e., outside the Center Circle). Players from both teams shall remain in their own halves of the field until the ball is in play, and the kicker may not play the ball again until it has been touched by another player. Teams shall change ends at the end of each quarter of play, with the initial placekick always directed towards the Home Team’s Bench end of the field.
After a goal has been scored, the game shall be restarted with the Kick Off Procedure, with the kick to be taken by the non-scoring team.
For any infringement of this Rule, the Kick Off shall be retaken, except in the case of the kicker playing the ball twice before it has been touched by another player. In that case, a Free Kick shall be taken by a player of the opposing team at the spot of the second touch.
Drop Balls: When restarting the game after a stoppage of play for any cause not mentioned elsewhere in these Rules, where it is not clear which team is in possession, the Referee shall drop the ball at the place where it was when play was stopped and it shall be deemed in play when it has touched the ground. If such a stoppage occurs in a Penalty Area, the Referee shall drop the ball at the top of the Penalty Area Arc. Once the ball has touched the ground, a player may play the ball repeatedly. If the ball is played prior to touching the ground, the Referee shall again drop the ball.
In any situation where a team has clear possession of the ball when play was stopped for any cause not mentioned in the rules, the team with possession shall be awarded a Free Kick.
FIVE SECOND PLAY REQUIREMENT: Failure of a team to put the ball into play within five (5) seconds of the Referee’s signal shall result in a Restart for the opposing team at the point of the omission.
Rule 11 BALL IN AND OUT OF PLAY
The ball is in play at all times from the start of the game to the finish, including: a) if it rebounds from a goalpost, crossbar, corner flagpost, or perimeter wall into the field; b) If it rebounds off of the Referee while on the field of play.
The ball is out of play: a) when it has touched the netting enclosure; b) when it has entered the player bench area; c) when the referee has stopped play.
In the event the ball touches the netting enclosure above the side walls, between the Corner Marks, a Kick In Restart shall be awarded to the opponent of the team who last touched the ball while still in play. The Restart shall be taken from the Touch Line nearest where the ball went out of play.
If the ball touches the netting enclosure on the goal end of the field, between the Corner Marks, following a last touch by the attacking team, a Goal Kick Restart shall be awarded the defending team. The ball shall not be deemed in play until it has left the Penalty Area, and all opposing players must remain outside the Penalty Area until the ball has left the Penalty Area.
If the ball touches the netting enclosure on the goal end of the field, between the Corner Marks, following a last touch by the defending team, a Restart shall be awarded the attacking team. If the last defensive player to touch the ball was within his own penalty area, the Restart shall be taken at the top of the Penalty Area Arc. If the last defensive player to touch the ball was NOT within his own Penalty Area, the Restart shall be taken at the nearest Corner Mark. The ball may be kicked in any direction, and will be deemed in play when the ball has traveled half the distance of its circumference. A goal may be scored directly from such a kick.
The Rules regulating Free Kicks (i.e., 15’ Rule; Five Second Rule) shall apply to all Goal Kick and Kick In Restarts.
Rule 12 METHOD OF SCORING
A Goal is scored when the whole of the ball has passed over the goal line, between the goal posts and under the crossbar, provided it has not been thrown, carried or intentionally propelled by hand or arm, by a player of the attacking side, except in the case of a goalkeeper who was within his own Penalty Area when legally propelling the ball.
SCORING POINT VALUES: Point values shall be assigned as follows: ALL goals shall be scored as follows (there is no difference between Shootout, Powerplay, Penalty Kick or Full-strength goals): a) All goals scored from or beyond the 45’ arc shall be worth three (3) points; b) All other goals, including Penalty Kick goals, shall be worth two (2) points.
The team scoring the greater number of points during the game shall be declared the winner. (revised 9/26/06)
Rule 13 VIOLATIONS, FOULS & PENALTIES
A. DELAY OF GAME VIOLATIONS:
1. Three-Line Passes. The GOALKEEPER may not kick the ball over three lines in the air, without it touching another player, the perimeter wall, or a Referee, before passing the third line. This rule does not apply to field players, and does not prevent the goalkeeper from throwing the ball over three lines. Violation of this rule will result in a Restart for the opposing team at the Restart Mark of the Yellow Line.
2. Over-and-Back. The goalkeeper may not use his hands on any ball which is played to him by a teammate from beyond their team’s Defensive Zone (Yellow Line), or which is brought back into the defensive zone by his teamate, unless first touched by an opponent. However, the goalkeeper may play the ball with his feet. Violation of this rule will result in a Restart for the opposing team at the Restart Mark of the Yellow Line.
B. RESTARTS - Taken at Point of Infraction:
A player who commits any of the following offenses while the ball is in play shall be penalized by the Referee awarding a Free Kick to the opposing team, to be taken at the point of the infraction (subject to rules regulating Free Kicks):
Actually, or attempting to : 1) Kick, trip, throw, jump at, hold, or push an opponent; 2) Charge an opponent from behind, unless the latter is shielding the ball in a legal manner; 3) Handle the ball with an arm or hand (except the goalkeeper while in his team’s penalty area); 4) Play in a dangerous manner;
5) Charge fairly, but at an improper time, i.e., when the ball is not within playing distance; 6) When not playing the ball, intentionally obstruct an opponent, i.e., running between the opponent and the ball, or interposing the body so as to form an obstacle to an opponent; 7) Charge the goalkeeper who is holding the ball; 8) Obstruct the goalkeeper, in an attempt to prevent him from putting the ball into play.
C. RESTARTS - Taken at the Top of the Penalty Area Arc:
The following infractions shall cause the Referee to stop play and award a Free Kick to the opposing team at the top of the Penalty Area Arc:
1) Hand-&-Hand: A goalkeeeper, having had control of the ball in his hands and having released it from his hands, shall not handle the ball again until it has been touched by an opponent, unless a stoppage of play occurs; 2) Five-Second Distribution: A goalkeeperwith ball in hand must release the ball within five (5) seconds of having received the ball. 3) Punting: A goalkeeper may not kick the ball directly from his hands (i.e., punt). The ball must touch the ground before being kicked.
D. BLUE CARDS - (2 Minutes, Power Play):
A player who commits any of the following offenses while the ball is in play shall be penalized by the Referee showing a Blue Card to the offending player, removing that player from play for a period of two (2) minutes, and awarding a single person Shootout opportunity to the opposing team.
The offending player’s team MAY NOT REPLACE the penalized player, and must play short-handed for the duration of the two (2) minute penalty (the timing of which begins at the conclusion of the shootout), or until a Powerplay goal or penalty kick has been scored against the offending team:
1) Any of the Restart fouls set forth above, if done in a flagrant, blatant, or violent manner; 2) Actually, or attempting to strike, elbow, spit or curse at an opponent; 3) Charging an opponent in a violent or dangerous manner; 4) Boarding or propelling an opponent into the perimeter wall; 5) Intentional handball violations committed by the goalkeeper outside the penalty area; 6) A persistent infringement of the rules by a particular player or coach. 7) Delay of game, if done within the final two minutes of the game in an intentional manner, i.e., throwing, kicking, or holding the ball so as to prevent your opponent from placing the ball in play. (The ball need not be "in play" to assess this penalty.) 8) Misconduct, defined as continuously or excessively showing disapproval, by word or action, of the Referee’s decisions. 9) Team Misconduct, which is verbal abuse of the Referee where the offender is not identifiable; 10) SLIDE TACKLING; 11) A second encroachment violation, following an initial warning; 12) Illegal Substitutions, i.e., too many players on the field.
In the event of a violation of provision (5), the offending goalkeeper’s penalty may be served by any teammate of the goalkeeper on the field at the time of the foul.
In the event of a violation of provisions (6), (7), (8), and/or (9), the offending player need not be on the field of play at the time of the offense. The penalty must be served, however, by a player on the field at the time of the offense. In addition, the offending player may not enter the field of play during the duration of the two (2) minute penalty.
In the event a team is short-handed as a result of a Blue Card violation, and a Powerplay goal or penalty kick is scored upon that team, then the penalized player with the least amount of penalty time remaining (in the event more than one player was penalized) shall be released from the penalty. The penalized player shall not be released as a result of a Shootout goal.
Multiple Penalties: There must always be a minimum of four (4) players on the field for each team. If a team has two (2) players serving penalties, and a third player receives a penalty, the third player must leave the game. The third player, however, shall be replaced by a substitute. The penalty time for the third player will not commence until that of the first player has elapsed.
Decline of Power Play: A team may decline a power play by informing the Referee of that decision before play is restarted.
E. DELAYED BLUE CARDS
In situations where the Referee wants to penalize a player for an infraction by issuing a Blue Card, while at the same time applying the Advantage Clause, the Referee shall raise the Blue Card above his head, signal the Advantage Clause, and allow play to continue until such time as:
1) the offending team gains control of the ball for more than one (1) second; 2) the Referee stops play for some other reason, or; 3) a goal is scored.
In the event of (1) or (2), the appropriate penalty shall then be assessed. In the event a goal is scored, no penalty shall be assessed.
F. YELLOW CARDS:
A yellow card may be issued to any player who physically or verbally shows disrespect for the official or an opponent. An initial yellow card shall be issued as a warning, without further penalty. A second yellow card issued to any individual shall result in the ejection of that player.
G. EJECTIONS:
Players and/or coaches shall be ejected from the facility for the following conduct: 1) Violent conduct or serious foul play; 2) Foul or abusive language or action; 3) Accumulation of two (2) Blue Cards. 4) Accumulation of two (2) Yellow Cards. Any team whose player is ejected shall play short-handed for the remainder of that game. An ejected player may not participate in the remainder of the game in progress, nor any other league game that same calendar day. A player ejected during the second half of a game may not participate in the remainder of the game in progress, nor any other league game that same calendar day, nor during any league game on the next scheduled day of play for that league (i.e., the next week’s games). Rule 14 FREE KICKS
When a "Restart" foul has been committed, play shall be restarted with a Free Kick taken by a player of the opposing team. During the taking of a Free Kick, all of the opposing players shall be a least fifteen feet (15’) from the ball until it is in play. The ball must be stationary when a Free Kick is taken and the kicker has five (5) seconds within which to play the ball after the ball has been reset, and any encroachment has been remedied. Failure to put the ball into play within five (5) seconds will result in the Restart being "turned-over" to the opponent. The ball shall be deemed in play when it has traveled half its circumference. Under no circumstance may a player taking a Free Kick play the ball again before it has been touched by another player. A goal may be scored directly from a Free Kick.
Free kicks shall be taken from the point of infraction, subject to exclusions listed elsewhere in these rules. The Referee may allow a Free Kick to be taken from a point within a three foot (3’) radius of the point of infraction unless, in the Referee’s opinion, a team gains an unfair advantage. In such a case, the Free Kick shall be retaken at the point of the infraction.
A Free Kick awarded to the defensive team within its own Goal Area may be taken from any point within the Goal Area.
When a player is taking a Free Kick in his team’s Penalty Area, all opposing players shall remain outside the Penalty Area until the ball has cleared the Penalty Area, and shall be at least fifteen feet (15’) from the ball while the kick is being taken. The ball shall not be deemed in play until it has cleared the Penalty Area and traveled a distance of half its circumference.
Any Free Kick awarded to the attacking team for a foul or an infraction which occurred in its opponents’ Penalty Area shall be taken at the top of the Penalty Area Arc, unless a Penalty Kick has been awarded.
If play is stopped for an infraction which occurred in the Bench Area, the game shall be restarted with a Free Kick taken by a player of the opposing team from the place where the ball was when play was stopped.
Encroachment: If a player of the opposing side encroaches into the Penalty Area or within fifteen feet (15’) of the ball before a Free Kick is taken, and a member of the team taking the kick requests compliance with the 15’ Rule, the Referee shall delay the taking of the kick until the player complies. If upon the request of the Referee that player does not comply by immediately retiring the proper distance, he shall be guilty of Encroachment.
If a defending player within fifteen feet (15’) intentionally interferes with the taking of a Free Kick, he shall be guilty of Encroachment.
For the first Encroachment, the Referee shall issue a Team Warning. Subsequent violations by any team member shall result in the assessment of a Blue Card, with the penalty to be served by any one of the players on the field at the time of the violation.
Rule 15 PENALTY KICKS
Penalty Kicks shall be assessed for any of the first three violations set forth in Rule 13 B (13 B-1; 13 B-2; 13 B-3) where the infraction takes place in the offending team’s Penalty Area. Penalty Kicks may be assessed whether or not a Blue Card has been issued, and may be awarded irrespective of the position of the ball at the time of the infraction. In the event a Blue Card has been awarded in addition to the Penalty Kick, the Free Kick Restart procedure shall be replaced by the Penalty Kick Restart procedure set forth below.
Player Positions. The Referee will not signal for a Penalty Kick to be taken until the players are positioned in accordance with the following: All players, with the exception of the player taking the kick and the opposing goalkeeper, shall be on the field of play but outside the Penalty Area. The opposing goalkeeper must remain on his own goal line, between the goal posts, until the ball is kicked. If, after the Referee has given the signal for a Penalty Kick to be taken and before the ball is kicked, the goalkeeper moves off the line, or a defending player encroaches into the Penalty Area, the Referee shall, nevertheless, allow the kick to proceed. It shall be retaken if a goal is not scored.
For any infringement of the Rule by a teammate of the kicker, the kick shall be retaken if a goal results directly from the kick. If the ball rebounds into play, the Referee shall stop play and award a Free Kick to the opposing team. If the kicker commits an offense (i.e., feigning or pretending to kick the ball so as to move the goalkeeper off of his line prematurely), and a goal is scored, the goal shall be disallowed. If the ball rebounds into play, the Referee shall stop play and award a Free Kick to the opposing team.
If there are simultaneous infringements by a member or members of both teams, the kick shall be retaken irrespective of the result.
The player taking the kick must kick the ball forward. The ball shall be deemed in play after it has traveled forward half the distance of its circumference.
If a Blue Card preceded the Penalty Kick, and a goal is scored, the penalized player shall be released from the penalty.
Extended Play: Play shall be extended at the end of any period to allow a Penalty Kick to be taken. Play shall be terminated immediately after the Referee has decided whether a goal has been scored: a) Directly from the Penalty Kick; b) Having rebounded from the goal post or crossbar; c) Having been touched or played by the goalkeeper; d) or any combination of the above.
Play shall also be extended at the end of any period to allow a shootout to be taken. The provisions of all foregoing paragraphs shall apply in the usual manner except that no players other than the kicker and the opposing goalkeeper shall be allowed on the field during extended play.
Rule 16 SHOOTOUT PROCEDURE
In the event a blue card is awarded, any one player on the non-penalized team who was on the field of play at the time of the offense may take a shootout attempt.
If the shootout procedure is used to decide the winner of a tied game, one player from each team shall be awared a shootout attempt, with different players taking any necessary subsequent attempts. The winner shall be the first team to take a one-point advantage after an equal number of kicks has been attempted by each team.
Procedure. The ball shall be placed on the Yellow Line Restart Mark nearest the offending team’s goal, and the defending goalkeeper shall take a position on the goal line. All other players, other than the player taking the Shootout attempt, shall be in the opposite half of the field. Upon the referee’s signal, the player taking the attempt shall have five (5) seconds to score a goal, regardless of the number of times the ball is played.
Restart following a Shootout. Following a Shootout resulting from a Blue Card, the team taking the Shootout shall restart the game with a Free Kick from the Yellow Line Restart Mark. If both teams are awarded Shootout attempts, the team which fails to score shall be awarded the restart. If both teams fail to score, the game shall be restarted with a kickoff by the home team.
If a period ends prior to a re-start following a Shootout, the game shall be restarted in the same manner as a typical new period of play.
Rule 17 COED PROVISIONS
Coed teams shall consist of not more than seven (7) players nor less than five (5) players, one of whom must be the goalkeeper. Excluding the goalkeeper, each team must have an equal number of men and women on the field at all times. The goalkeeper may be either a man or a woman.
Three-Men Violation: During play, no more than two men may consecutively handle the ball during a team’s possession (once two men have successively handled the ball during their team’s possession, the ball must be touched by a woman). Infringement of this rule results in a Restart for the opposing team.
Live Ball Requirement: A goal may not be scored until a woman on the attacking team has touched the ball on the goal-side of the Center Line. The ball shall not be considered "LIVE" until such a touch has occurred. A goal will be awarded, however, if a defensive player intentionally plays the ball into that player’s own goal.
2’ Goal Restriction - Men: Men may score goals on shots propelled by their legs or feet only in the lowest two foot (2’) area of the goal box, as marked by a black indicator line on each side of the goal box. The whole of the ball must be completely below the 2’ indicator line. Any shot deflecting off of a defender or goalkeeper into the goal box at a height above the two foot (2’) indicator line shall be allowed if, in the opinion of the Referee, the shot would have entered the goal box below the two foot (2’) indicator line if it had not been deflected by a defender. Shots propelled or redirected by a male player’s head or upper torso may be scored in any part of the goal box.
Offensive Restarts. A woman must initiate all Penalty Kicks, and all Restarts or Drop Balls on the offensive half of the playing field.
COED OVER-30 ROSTER AND SUBSTITUTION PROVISIONS (Effective at the beginning of the November 2006 Coed Over-30 session). ROSTER RESTRICTIONS a) The maximum roster size shall not exceed thirteen (13) players (no more than seven [7] players of any one gender), with the following exceptions: i. Up to two (2) roster spots on a team may be "shared" (to accom modate players who travel frequently, or may otherwise expect to be absent for a significant number of games). The two players sharing a roster spot may not both participate in the same game.ii. A player who is injured during the course of a league session may be replaced on that team’s roster. The injured/replaced player may not participate in any games during the remainder of that league session. b) Any individual player may be included on up to TWO team rosters. Any player listed on two rosters shall designate their position on one team as "primary", and on the other team as "secondary". (A "shared" roster spot shall be deemed to be a "secondary" position). In the event a player’s primary team plays that player’s secondary team, that player MUST play for the primary team. SUBSTITUTE PLAYERS A team who utilizes any player not on their roster will forfeit victory, with the following exception: a) A team who has specifically designated a goalkeeper on their roster may utilize a replacement goalkeeper in the event the designated goalkeeper is absent. A team may otherwise elect to use substitute players, but will forfeit victory in any game in which a substitute player is utilized.
Rule 18 REGISTRATION PROVISIONS
Registration for soccer leagues requires the submission of a Team Application & Roster, complete with selection of league type, level of play, and age level. All applications must include the printed name, birthdate, phone number, and address of each player, and must be signed by all players 19 years of age or older. Any player under the age of 19 must obtain the permission and signature of that individual’s parent or guardian, which is an acknowledgment that the PLAYER RELEASE provision has been read and accepted by the signee.
All teams must designate an individual, 19 years of age or older, as a Coach or Player/Manager. That individual will be responsible for all team registrations, will be the person Off The Wall will contact to disseminate information regarding the leagues, and will present any complaints or concerns to Off The Wall management. All U-19 and younger teams must have that individual, or a designee, present at all team competitions.
For previously unregistered teams, league space is available on a first-come, first-served basis, dependent upon the date the completed registration form and applicable league deposit is received by Off The Wall. Teams currently involved in league play at Off The Wall have the option of reserving space in the next league session by providing the applicable Team Commitment Fee by completion of the fourth week of league play. Full payment of all league fees is due prior to the team’s first league game.
Age Requirements. The cut-off date for all age restricted leagues is August 1st. Any individual who has not yet attained the age limit of the applicable age bracket as of the past August 1st is eligible to play in that age bracket in all sessions beginning prior to August 1st of the next year.
Over 30 Leagues. The roster for every Over-30 league team may contain two individuals who are under 30, but at least 25 years of age, if they are the spouse of a qualified rostered player.

reglas del juego para OFF THE WALL INDOOR SOCCER, INC. son un sistema de reglas
único compiladas por Off The Wall para el uso en sus ligas de juego de salon.
Estas
reglas contienen los elementos de las reglas
de juego de F.I.F.A., de U.S.I.S.L., de N.P.S.L., y de C.I.S.L., tambien como
las reglas únicas desarrolladas

DE JUEGO El
campo proporcionado por Off The Wall mide 200 pies x 85 pies con un
perimitro de paredes de 8 pies rodeando el campo de
juego (con excepcion de el area de la banca de los jugadores), y
con una red que se extiende de las paredes del perímitro sobre la tapa
del campo de juego. Las
paredes serán consideradas parte
del campo de juego, y la red será considerada balon fuera.
Todas
las marcas del campo están de acuerdo con la liga profesional nacional
del fútbol (N.P.S.L.) e incluye lo siguiente:
a)
Porteria y Area de Porteria Las
porterias miden 8 pies de alto, 14 pies de ancho, y 3 pies de profundidad. El área
de la porteria es de 5 pies de profundidad y 16 pies de ancho.
b)
El área de Penalty es de 25 pies de profundidad y 30 pies de ancho. Se
fija un arco con un radio de 10 pies en la parte de arriba del área de penalty.
La marca de tiro de penalty está localizada en el área de
penalty, a 24 pies de la porteria. c)
Las marcas de esquina se
ponen tres pies de la pared de perímetro
a lo largo de una extension imaginaria de
las líneas del área de la porteria. Las
banderas de la esquina se montan
encima de las paredes del perímitro a lo largo de la misma
línea de extensión. d)
Un arco de Tres Puntos corre de pared a pared del perímitro a una distancia de

Las líneas amarillas corren a lo ancho del campo a una distancia de 50 pies de
cada una de las porterias. f)
La marca de centro está situada dentro de un círculo de diez pies de radio (10
pies) en el centro del campo, que también es marcada por una línea de centro

2 LA
PELOTA Las
pelotas usadas en Off The Wall son
proporcionadas por SOCCER INTERNATIONALE, serán pelotas de calidad del juego, y
deberan ser de los tamaños siguientes: -
joven, hasta e incluyendo U-8, tamaño 3; -
U-9 a U-12, tamaño 4; -
U-13 y mayor, tamaño 5. Regla
3 NÚMERO
DE LOS JUGADORES Los
equipos juveniles U-12 y más joven consistirán en no más de 7 jugadores y
menos de 5 jugadores, de los cuales uno debe ser el portero.
Los equipos juveniles U-13 y mayores consistirán en no más de 6
jugadores, y menos de 4 jugadores, de los cuales uno debe ser el portero.

16.) Los
equipos que no tengan número adecuado de jugadores a 5 minutos del tiempo que
el juego habría sido comenzado,
perderán el juego. El entrenador o
el encargado del equipo de oposición puede quitarle a ese equipo el derecho de
recibir la pérdida y de permitir
que el partido sea jugado, pero despues no puede cambiar de opinion.
Regla
4 SUBSTITUCIONES
Durante
el juego las substituciones se pueden hacer
en cualquier momento, en una base ilimitada, con tal que el jugador
por el que sea substituido aparesca cerca o’ dentro el Touch-Line de su
banco, o del campo del juego dentro área del
banco de s de ese jugador pies, antes
de la substitución se hace.
A pesar del antedicho, ni el jugador que
incorpora el campo ni el jugador que sale puede participar en el juego
durante un período del tiempo en que están simultáneamente en el
campo. La violación de esta
regla será penalizada con una
tarjeta azul. Las substituciones de Portero
serán hechas en una manera similar, con tal que el portero use un Jersey
que distinga el portero de los otros jugadores y árbitro.
El
tiro libredel juego será retrasado por hasta quince (15)
segundos para permitir Substituciones Garantizadas en las siguientes
ocasiones: a)
Después de que se haya anotado un gol; b)
Después de que se haya determinado una tarjeta azul;
c)
En un caso de tiempo fuera por lesión;
d)
En cualquier parada inusual permitida por un árbitro;
e)
Antes del principio de cualquier período de juego;
f)
Antes de un tiro de penalty. El
juego no será detenido por las
substituciones en un tiro libre, en
saque de meta, en tiro de esquina, o en la patada de inicio.
Si
el juego se recomienza inadvertidamente con jugadores de mas en el campo después
de cualquier substitución, no se
dara tiempo de castigo. Jugadores
Lesionados En el caso de
que hiaga un jugador lesionado, los arbitros pararan el juego solamente:
1) después de que el equipo que tiene un jugador lesionado en el campo
de juego haya ganado la posesión de
la pelota; 2) si la posición del
jugador lesionado respecto al
campo interfiere con el juego; o 3)
si la lesión se juzga crítica en la naturaleza.
Si
el árbitro debe suspender el juego para atender a un
jugador lesionado, el jugador lesionado debe ser quitado del campo del
juego y no será permitido el regreso al juego hasta la
substitución garantizada siguiente, o cuando la pelota ha salido del
juego. Regla
5 EQUIPO
DE LOS JUGADORES Los
jugadores en cada equipo deben usar camisetas de colores similares que los
distinquen de el otro equipo y sus jugadores.
Además,
los shorts, los calcetines, y los
zapatos de futbol de salon deben
ser usados. Los zapatos deben
ser de suela plana, o diseñados para una superficie artificial.
No se permitirá ningún calzado
tachonado con menos de treinta (30) mini-pernos
moldeados. Las espinilleras
se deben usar durante el juego, y deben ser
cubiertas por los calcetines o una cubierta de
la tela. El
portero usará los colores que lo distingun de los jugadores del campo y del árbitro.
No
permiten a los jugadores usar los collares flojos o
molestos, cadenas, pulseras, anillos, aretes, joyeria similar, o
aplicaciones médicas. Cualquier artículo
que plantee un riesgo a cualquier jugador será
quitado, o alterado apropiadamente a la
satisfacción del árbitro. No
se permitirá a los jugadores que no pueden conformarse
con cualesquiera de los requisitos antedichos participar.
Enquanto de que el jugador haga los ajustes apropiados, él informara al
árbitro, que puede entonces permitir que el jugador incorpore el
juego en la substitución garantizada siguiente.
Regla
6 ÁRBITROS
Los
juegos serán oficiados por un (1) árbitro, quien controlara el campo de juego
y las bancas de los jugadores. El árbitro
también será responsable de manejar el reloj
del scoreboard y del juego, que funcionará continuamente a excepción
de las paradas extendidas en el juego. La autoridad de los árbitros se
extiende desde las ofensas cometidas durante el juego, cuando el juego se ha
suspendido temporalmente, o cuando
la pelota está fuera de juego, y extenderá a
todo el personal del equipo. Las decisiones
del árbitro sobre las materias del
juicio serán definitivas y final. Los
árbitros deberan: a)
Hacer cumplir las reglas. En
el acontecimiento del partido el jugador comete dos (2) infracciones de una
diversa naturaleza, el árbitro
penalizarán la ofensa más seria. b)
Aplicar la ventaja: El quitar
la penalización en los casos donde
el arbitro está de acuerdo que sea así , una ventaja sera dada al equipo al
que se ofende. c)
Ejerza el poder decisional: El árbitro
tiene el poder de suspender el juego para cualquier infracción de
las reglas, la interferencia de los espectadores, o alguna otra causa que
el arbitro juzgue necesario. d)
Determina el valor en puntos por goles anotados.
Regla
7 DURACIÓN
DEL JUEGO La
duración del juego será cuatro (4) periodos de doce (12)
minutos, por un tiempo total del juego de cuarenta y ocho (48) minutos.
El reloj funcionará continuamente durante el juego
normal, pero podra ser detenido por la
decision del arbitro en las paradas extendidas del juego.
El tiempo de juego será extendido para
permitir tomar un tiro de penalty o de un shootout si la
infracción ocurrió inmediatamente antes de la expiración del
tiempo. TIEMPO
DEL JUEGO:
El reloj del juego comenzará no más
tarde de 2 minutos después del
tiempo programado del juego.
En
el acontecimiento de una cantidad excesiva de tiempo por
lesión u otro retraso durante los primeros 3 cuartos, el árbitro puede,
si el programa requiere, disminuir el 4to cuarto del tiempo de juego para
permitir que los juegos subsecuentes comiencen en sus
horas de salida programadas.
Esta decisión se debe tomar antes
del comienzo del 4to período, y será explicada al
entrenador/encargado de cada equipo.
Regla
8
TIEMPO FUERA Cada equipo tendra un
tiempo fuera de sesenta (60) segundos por cada juego,
que se puede solicitar por cualquier jugador
que se encuentre legalmente en el campo Regla
9 EN
TIEMPO EXTRA Los
juegos regulares de la liga pueden terminar en
un empate, y no se terminara en períodos de tiempo
extra. Si el programar
permite, los juegos del campeonato de liga que terminan en un
empate pueden continuar por un
período de seis (6) minutos de tiempo extra en muerte subita.
Para comenzar el período del tiempo extra, los
equipos cambiarán los lados,con una patada de inicio normal.
Si no han decidido a un ganador en el
período del tiempo extra, o si el programa de partidos prohibe al período
del tiempo extra, el juego se puede
decidir por un Shootout. Otros
procedimientos del tiempo extra se
pueden utilizar a decision de del encargado
del equipo. Regla
10 EL
COMIENZO DEL JUEGO Procedimiento
Del Saque Inicial
El equipo visitante ,debera
comenzar el partido con una patada
de saque inicial desde la marca del centro con la señal del arbitro, jugando la
pelota hacia la mitad del equipo de
casa. Cada jugador del
equipo que opuesto debera mantenerse por lo menos a diez
pies (10 pies) de la pelota (es
decir fuera del círculo
central). Los jugadores de ambos
equipos permanecerán en su mitad
del campo hasta que la pelota está
en juego, y el pateador inicial no podra tocar el balon de nuevo hasta que sea
tocado por otro jugador. Los equipos
cambiarán los extremos en el final
de cada cuarto de juego, con la
patada inicial dirigida siempre hacia el extremo del
equipo opuesto.
Después de que se haya anotado un gol, el juego será
recomenzado con la patada inicial , cual sera efectuada por el equipo que
no anoto el gol . Para
cualquier infracción de esta regla,
el reinicio será vuelto a tomar, a
menos que el jugador que pateo haya tocado el balon dos veces seguidas antes de
que haya sido tocada por otro
jugador. En ese caso, un tiro libre
será tomado por un jugador del
equipo de oposición en el punto de la infraccion del jugador.
Soltando
la Pelota Cuando se reanuda el juego
después de que una parada para
cualquier causa no mencionada en
otra parte de estas reglas, donde no está claro que
equipo tiene la posesión, el árbitro dejara caer la pelota en el lugar
donde estaba cuando el juego fue
detenido y se pondra juzgado en
juego cuando haya tocado la
tierra. Si tal parada ocurre en un
área de la penalty, el árbitro
dejara caer la pelota en la tapa del arco del área de
penalty. Una vez que la
pelota haya tocado la tierra, un jugador puede
tocar la pelota en varias ocasiones
Si la pelota se juega antes
de tocar la tierra, el árbitro dejara caer otra vez la pelota.
En
cualquier situación donde un equipo tiene posesión clara
de la pelota cuando el juego fue parado para cualquier causa no
mencionada en las reglas, el equipo con la posesión tendra un tiro libre.
REQUISITO
DE JUEGO DE 5 SEGUNDOS:
Cuando un equipo no pone en juego la pelota plazo de cinco (5) segundos
despues de la señal del árbitro,
se le dará un tiro libre para el equipo de oposición en el lugar de
la omisión. Regla
11 PELOTA
DENTRO Y FUERA DEL JUEGO La pelota esta en
juego desde el inicio hasta el final a)
si rebota de un poste de la porteria, de la barra transversal de la porteria, de
un poste de la bandera de la esquina,
o de una pared del perímitro en el campo; b)
Si rebota del árbitro
mientras que se encuentra en el campo del
juego. La
pelota está fuera de juego : a)
cuando ha tocado la red que se encuentra arriba de las paredes del perimetro;
b)
cuando ha entrado en el área de la banca de los jugadores;
c)
cuando el árbitro ha parado el juego. En
el acontecimiento que la pelota toca la red que se encuentra sobre las paredes
laterales, entre las marcas de la esquina,
se tiro librea con un tiro libre que será concedido al opositor del
equipo que la pelota por ultima vez
en el juego. El tiro libreserá
tomado de la línea del toque, lo más
cerca posible de donde la pelota salió del juego.
Si
la pelota toca el recinto de la red en el extremo de la porteria, entre las
marcas de la esquina, siguiendo un toque
por el equipo que ataca, un de saque
de meta será concedido al equipo que defiende.
La pelota no será puesta en el juego hasta que ha salido del área
de penalty, y todos los jugadores de oposición deben permanecer fuera
del área de penalty hasta que la pelota ha salido de la misma.
Si
la pelota toca la red en el extremo de la porteria
del campo, entre las marcas de la esquina, siendo tocada
por el equipo que defiende, un tiro libre será
concedido al equipo que ataca. Si
el jugador defensivo que toco la
pelota estaba dentro de su propia área de penalty, el
tiro libre será tomado en el final del arco del área de penalty.
Si el jugador defensivo que
toco la pelota no estaba dentro de su propia
área de penalty, el tiro libre será tomado en la marca de la esquina mas
cercana(tiro de equina). La pelota
se puede tirar en cualquier dirección,
y se pondra en el juego cuando la
pelota se haya movido la mitad de
distancia de su circunferencia. Un
gol se puede anotar directamente de
tal tiro. Las
reglas que regulan los tiros libres (es decir,
regla 15;
cinco segunda regla) se
aplicará a todo saque de
meta y en los
tiros librepara reanudar el juego . Regla
12 MÉTODO
DE ANOTAR Se
anota un gol cuando toda la pelota ha pasado
sobre la línea de la porteria, entre los postes de la porteria y debajo
de la barra transversal, mientras no
se haya lanzado, o llevado intencionalmente
con la mano o el brazo, por un jugador
del lado que atacaba, excepto en el caso de un portero que
estaba dentro de su propia área de penalty al legalmente propulsar la
pelota. VALORES
DEL PUNTO QUE ANOTAN Los
valores del punto serán asignados
como sigue: a)
Los goles en shootout valdrán
un (1) punto;
b)
Los goles de Powerplay (en
juego regular) anotados desde el
arco de 45 pies de distancia o mas lejos valdrán 2 puntos;
c)
El resto de los goles en powerplay valdrán 1 punto;
d)
Los goles anotadas en o más allá del
arco de los 45 pies valdrán
tres (3) puntos;
c)
El resto de los goles, incluyendo los goles anotados en penalty, valdrán
dos (2) puntos. Un
gol anotado contra un equipo de menos jugadores (por causa de una
tarjeta azul) de un tiro de penalty valdrá dos (2) puntos si la
pelota no sale del área de penalty
antes de que entre a la porteria. Una
vez que la pelota sea despejada del area de penalty,
cualquier gol que sea anotado a un equipo de menos jugadores sera
considerado como gol de Powerplay
(un punto). Declararán
el equipo que anota el mayor número de los
puntos durante el juego el ganador. Regla
13 LAS
VIOLACIONES , FALTAS Y PENALTIS A.
RETRASO POR LAS VIOLACIONES
DEL JUEGO 1.
( Three-Line passes) Pases de tres lineas EL
PORTERO no puede pasar la pelota tres lineas en el aire en un saque de meta, sin
que toque a otro jugador, la pared
del perimitro, o un arbitro, antes de que pase la tercera linea.
Esta regla no se aplica a los jugadores
del campo, y no evita que el portero lance la pelota sobre
tres líneas. La violación
de esta regla dará lugar a un tiro libre para el equipo de oposición en la
marca del tiro librede la línea amarilla.
2.
(Over-and-Back) Enfrente y
detras. El portero no puede utilizar sus mamos en cualquier pelota que sea pasada
a el por un companero de mas alla de su zona defensiva (la linea amarilla), o
que sea traida nuevamente dentro de la zona defensiva (la linea amarilla) por su
companero, a menos que primero sea tocada por un opositar, sin embargo, el
portero tiene que jugar la pelota con sus pies.
La violación de esta regla dará
lugar a un tiro libre para el equipo de oposición en la marca del
tiro libre de la línea amarilla. B.
REINICIOS- tomados en el punto de la infracción
El
árbitro penalizará al jugador que cometa cualquiera
de las siguientes ofensas mientras que la pelota está en
juego, y concede un tiro libre al equipo de oposición, para ser
tomado actualmente la infracción (conforme a las reglas que regulan
los tiros libres): Realmente,
o intentando: 1)
el patear, el tirar, el salto en, el
sostener, o empujar a un opositor; 2)
Ejercer carga por detrása un opositor , a menos que el
último esté sosteniendo la pelota de una manera legal;
3)
sostener la pelota con un brazo o una mano (excepto el
portero mientras que este en el area de penalty de
su equipo); 4)
juego de una manera peligrosa; 5)
carga bastante, pero en un tiempo incorrecto , es
decir, cuando la pelota no está dentro de la distancia de juego 6)
al no jugar la pelota, obstruir intencionalmente a un
opositor, es decir, funcionando entre el opositor y la pelota, o
interponiendo el cuerpo para formar un obstáculo a un opositor;
7)
hacerle carga al portero cuando está sosteniendo la
pelota; 8)
obstruir el portero, en una tentativa de evitar que él
ponga la pelota en el juego. C.
TIROS LIBRES- tomados en la tapa del arco del área de la
pena Las
infracciones siguientes harán al árbitro parar el juego
y conceder un tiro libre al equipo de
oposición en el final del
arco del area de penalty: 1)
Hand-&-Hand Un
portero, teniendo control de la
pelota en sus manos y lanzándolo de sus manos para ser jugado por el o un compañero,
no podra sostener la pelota otra vez hasta
que haya sido tocado por un opositor, a menos que ocurra una
parada del juego; 2)
Distribución De 5 segundos Un
portero debe lanzar la pelota en el plazo de
cinco (5) segundos despues de recibir la pelota.
3)
Pateando: Un
portero no puede patear el balon con el pie directamente de sus manos. D.
Tarjetas Azules - (2 Minutos, powerplay)
El
jugador que cometa cualesquiera de
las ofensas siguientes mientras que la pelota está en el juego sera sancionado
con una tarjeta azul , quitando a
ese jugador del juego por un período de dos (2) minutos, y
concediendo una sola oportunidad de Shootout de la persona al equipo
de oposición.
El
equipo que ofende NO PUEDE
SUBSTITUIR al jugador
penalizado, y debe jugar con menos jugadores para la duración de (2) dos
minutos de la pena o hasta que se
haya anotado un gol al equipo ofendido ya sea por penalty o en powerplay:
1)
cualquiera de las faltas dispuestas arriba, si
está hecha de una manera flagrante, evidente, o violenta;
2)
realmente, o tratando de pulsar, codear, escupir o
maldecir a un opositor; 3)
carga de un opositor de una manera violenta o peligrosa;
4)
subiendo o propulsar a un opositor en la pared del
perímetro; 5)
violaciones intencionales del futbol confiadas por el
portero fuera del área de penalty ;
6)
una infracción persistente de las reglas por un mismo jugador o entrenador
. 7)
retraso del juego, si está hecho en el plazo de los dos
minutos finales del juego de una manera intencional, es decir,
lanzando, pateando, o sosteniendo la pelota con el pie para evitar que
su opositor coloque la pelota
en el juego. (la pelota no
necesita estar " en el juego " para determinar esta pena.)
8)
mala conducta, definida como continua o excesiva demostrando la desaprobación,
por la palabra o la acción, del árbitro
. 9)
mala conducta del equipo, que es abuso verbal del
árbitro donde no está identificable el ofensor;
10)
TUMBAR EN BARRIDA 11)
Una segunda violación de la usurpación, siguiendo una
advertencia inicial; 12)
Substituciones ilegales, es decir, muchos
jugadores en el campo. En
el acontecimiento de una violación de la disposición
(5),puede ser servido por cualquier compañero del portero del equipo
ofendido en el campo a la hora de la
falta. En
el acontecimiento de una violación de las provisiones
(6), (7), (8), y/o (9), el jugador que se ofende no necesita estar en
el campo del juego a la hora de la ofensa .
La pena se debe servir, sin
embargo, por un jugador en el campo a la hora de la
ofensa. Además, el jugador
que se ofende puede no incorporar el campo
del juego durante la duración de dos minutos (2) .
En
el acontecimiento de la expulsion de un jugador,
resultado de una violación , y un gol es anotado en Powerplay o en tiro
de penalty sobre ese equipo,
entonces el jugador penalizado con la menos cantidad de tiempo de la
pena restante (en el acontecimiento penalizaron a más de un jugador)
será liberado de la sancion. No
sera liberado el jugador penalizado Penas
Múltiples Debe
siempre haber un mínimo de cuatro
(4) jugadores en el campo para cada equipo.
Si un equipo tiene dos (2)
jugadores por cumplir las sanciones, y un tercer jugador recibe
una pena, el tercer jugador debe dejar el juego.
Un substituto substituirá al
tercer jugador. El tiempo de la sancion para el tercer jugador no comenzará
hasta que ha transcurrido la del
primer jugador. Declinación
del powerplay Un equipo
puede declinar un powerplay informando al árbitro
esa decisión antes de que se recomience el juego.
E.
TARJETAS AZULES RETRASADAS En
las situaciones donde el árbitro desea penalizar
a un jugador para una infracción publicando una tarjeta azul, por haber
aplicado la ley de la ventaja el
árbitro levantará la tarjeta azul sobre su cabeza,
señalará la ley de la ventaja, y permitirá que el juego
continúe hasta que: 1)
el equipo que se ofende gana el control de la pelota por
más de un (1) segundo; 2)
el árbitro para el juego por alguna otra razon;
